This story is a sign of the times.
In years gone by, I have been guilty of playing a similar game. I didn't get caught (I didn't venture too far). There was a story floating around years ago, that a few Met Officers were stranded at Calais, when the weather turned bad (before the Channel Tunnel).
Back then, undoubtedly, they would have been disciplined. But it wouldn't need the IPCC to do it. I don't know the circumstances of this, but I guess that the force in question self referred the matter to the IPCC, rather than dealing with it themselves. Why? Is the result any different? I doubt it. Just another copout by the top brass.
Next time you do it boys and girls, use a plain car and make sure you have breakdown cover!

I remember seeing photos of two traffic patrol officers in their tag car driving around the Champs Elysee, they retired a couple of days later,and their Wolseley did not break down, those were the days.
On night shifts, in the days when we had mini pandas, we used to drive to the top of a hill and see how far we could coast in neutral. The record was 1.9 miles. In another area they used reverse down a slip way into the sea and the challenge as to how far the back wheels could dip in the water before the driver chickened out. Minis were front wheel drive so it was usually OK unless it was mossy. The performing of these and other stunts increased every time 'The Italian Job' was shown on TV.
In the mid 80's, there was a tale told by an ex-Kent PC that the early turn in Dover would take a (marked) car onto the ferry and into France to pick up some duty free (pre EU) and see how far into France they could go before they had to turn round and catch the ferry back. Don't know if it happened but he always had duty free cigs on him.
Last time I saw a couple of people driving round aimlessly for kicks was a couple of chav joyriders round the estate where i live. Still, at least they weren't marching for a pay rise that apparently the police deserve!
Of course this all happened at a time when real Police Officers walked the street, crime levels were much lower and 'Taxpayer' was in nappies.

Have I hit a nerve there? How do you know I was in nappies? Was you changing them? Police going for joyrides, tut tut sir!!
Anyhow, I was commenting on a very recent story, not a story from the 1920's because that must be the last time coppers walked the beat! Good day to you Sir.
